I would say that this effect is purely numerical, due to the imposed boundary condition of uniform velocity at the plate's leading edge. In real flows, viscous effects extend upstream, even if to a short region, slowing down the flow and diverting the streamlines before they reach the plate, so no overshoot occurs.
